City appealing decision to allow Quebec waste to be dumped at Carp facility - Ottawa - CBC News

The City of Ottawa is seeking leave to appeal a recent decision to allow construction waste from Quebec to be dumped at a processing facility in Carp.

City solicitor Rick O'Connor notified members of city council Tuesday that the appeal has been filed with the Environmental Review Tribunal.

The tribunal approved on March 1 the transfer of construction and demolition waste from western Quebec to the Ottawa processing and recycling facility at 2301 Carp Rd., which is operated by Waste Management of Canada.

On the same day, the National Park Service reported that the piercing cold in the usually balmy capital – which made our minister of the environment and climate change, who had just been winter camping in Quebec with her children, grateful she had brought along her full-length down-filled coat – had killed half the Japanese cherry blossoms on the trees around the Tidal Basin.

I have been thoroughly enjoying Bruce Deachman’s Capital Voices articles. I was thrilled to see on Monday an article about becoming vegan.I became vegetarian about two years ago. I did so as I felt I could no longer contribute to the animal cruelty that takes place in the meat industry. I thought it would be difficult to change my eating and cooking habits at the age of 62, but it was much easier than I anticipated.

In celebration of Canada’s 150th birthday, the Citizen is rolling out one fact each day for 150 days until July 1, highlighting the odd, the fascinating and the important bits of Ottawa history you might not know about.

The little NCC conservation area at Mud Lake may be one of the most ecologically diverse spots in Canada. It has more than 640 species of vascular plants (i.e. not counting mosses) and 200 recorded bird species. The secret: A mix of soil types occurring close together support different plants, and these in turn attract different birds and animals. The contrast between the Ottawa River (fast and oxygen-rich) and the still, murky Mud Lake also encourages the growth of very different species of fish and other water organisms.

Provinces considering carbon pricing are watching Ontario’s first cap-and-trade auction

TORONTO — Ontario’s cap-and-trade system aimed at lowering greenhouse gas emissions begins in earnest Wednesday with its first auction, which other provinces said they will be watching closely as they consider their own carbon pricing plans.

The provincial Liberal government hopes the auction — held every three months — will bring in $1.9 billion a year, or $8 billion by the end of 2020, to be invested in programs that reduce emissions and help businesses and consumers adapt to a low-carbon economy.

Warmer than normal spring for the capital

Environment Canada is predicting a spring that should be warmer than the long-term averages in the Ottawa area.

Senior climatologist David Phillips told "News and Views with Rob Snow" that it could be a degree or so higher than the normal temperature.

"It doesn't seem like much," Phillips said."But, averaged over a whole month or a whole season, it does represent a significant difference - and you will feel it."

A worker is coming forward about his harrowing experience because he's concerned about safety in Ottawa's LRT tunnel.

The worker, who doesn't want to be identified for fear of losing his job, says the incident happened at 1:30 am on March 1st at the new Lyon station, near the corner of Queen St. and Lyon St.

The man is a labourer who was working on weeping tile. When his regular entrance to part of the tunnel was blocked, he tried to hop over a small wall, but he didn't see a piece of rebar that was sticking up.

Federal budget: City looks for LRT, housing, child care cash

Ottawa’s municipal leaders are banking on Wednesday’s federal budget to deliver millions for transit, housing and child care.

Council’s March 8 approval of the $3.6-billion Stage 2 LRT package brought the city another step closer to putting the project up for tender, but it still needs to secure federal funding, which Mayor Jim Watson hopes will happen before the end of May.

The proposed park would essentially be a bridge with landscape on its deck, say David Anderson and Marisa Renaud, students at Carleton's Azrieli School of Architecture and Urbanism in Ottawa.

A police school-zone blitz as kids headed back to class Monday after March break netted speeders who clearly need some schooling themselves.

More than two dozen officers with the traffic section will be out all week and across the city handing out failing grades – and hefty tickets – for drivers like the one nabbed going 120 km/h in a 50 km/h school zone Monday morning.

That was so fast that only an image of the DeLorean from Back to the Future could illustrate it in Const. Jon Hall’s tweet about it. The driver netted a stunt-driving charge, had his license suspended and car impounded for a week and will appear in court. The fine ranges from $2,000 to $10,000.

Reevely: The LRT tunnel is (probably) safe for its workers

Workers who fear they’re unsafe in the train tunnel they’re building under downtown have a duty to report their concerns, Ottawa’s transit boss John Manconi said Monday, after another worker was injured on the weekend and union leaders said they’re worried.

A worker in the light-rail tunnel got whacked in the head with a heavy hose on Saturday and went to the hospital. It was the second incident in the tunnel in a week. Last November, workers were trapped and one was slightly hurt when a chunk of rebar came off a tunnel wall. These cases are adding up, as labour leader Sean McKenny said Monday.
