Ottawa council is staying on the road to building a truck tunnel between Highway 417 and the Macdonald-Cartier Bridge to Gatineau.
Council voted 21-2 Wednesday to move forward with a tunnel environmental assessment, subject to funding help from the upper-tier governments.
