The National Capital Commission’s board approved a plan Monday to build a functional pier – officially described as a ceremonial landing – at Richmond Landing by July 1.
But the NCC has pushed back plans to build pedestrian bridges linking the Ottawa River shoreline, Richmond Landing and Victoria Island.
