Sometimes small improvements make a major impact. That's what one business
executive suggested at City Hall this week during yet another discussion on how
to gussy up the Byward Market. The city doesn't have a bag of money to make
massive infrastructure upgrades. Plans kicked around behind the scenes pitch a
new market building, underground parking and a big public square, but it's all
pie-in-the-sky if there's no money to back the projects. via
