One of the biggest stinks the city is making over a planned dump at Ottawa's eastern boundary is related to heavy truck traffic carrying garbage ooze. While the city's sewage treatment plant off Shefford Rd. can handle the volume of leachate expected from the dump, the city says there's no way the Robert O.
