For a while there, it really did seem as if the National Capital Commission and
the city of Ottawa had kissed and made up, that they had patched their
often-rocky relationship and were ready to, if not always agree, at least put on
a good face for the sake of the kids of the capital. The NCC’s CEO Mark
Kristmanson — who’s made such a positive impression on the city in the past nine
