After hearing the result of the city’s audit into the Orgaworld contract, a
caller to my CFRA radio show asked a very interesting question: If the
auditor-general could identify all that was wrong with the agreement after it
was already in place, why couldn’t he look at it before it was signed? Wouldn’t
that have saved us the trouble and cost of going ahead with the deal and then
learning later that it was flawed and wasteful? There’s a familiar pattern to
reports from auditors-general. The auditors identify a problem after the fact
and politicians try to look contrite and accountable by promising never to let
