Add up all the incompetence identified by an audit of Ottawa’s minimum
$140-million source-separated organics contract with Orgaworld Canada Ltd and
one thing becomes abundantly clear: the city’s handling of the file reeks worse
than an onion-filled green bin in mid-July. That much remains unclear due to a
lack of oversight and accountability compounds the stench. Not only has the deal
to process organic waste turned out to be awful one for the city, but auditors
couldn’t even figure out the rationale behind some of its more vexing terms due
to a paucity of good information the terms “no documentation” and “not
documented” appear eight times in the report. This is completely unacceptable
for any project funded with taxpayers’ money, let alone one of this size. via
