The last time Hydro Ottawa decided unilaterally to “invest” in another line of
business in 2009, it ultimately sank almost $1.5 million of public funds into a
high-tech street-light company in Victoria, B.C. Although the utility is wholly
owned by the city, Hydro Ottawa was able to make this decision without any
approval from council, to the vocal dismay of a number of councillors of the
