Windmill Development Group’s plan for Albert and Chaudière islands is part of
the company’s larger, billion-dollar development known as the Isles, which
includes former Domtar lands on both sides of the Ottawa River. Of the seven
development districts, Chaudière west, Chaudière east and Albert Island are
under the City of Ottawa’s jurisdiction, which last week posted the company’s
