Environmental groups hailed the city’s latest plan to combat greenhouse gas
emissions as a step in the right direction, but many cautioned there’s a long
way to go before the city is adequately dealing with the problem. The city’s Air
Quality and Climate Change Management Plan, which came before environment
committee on Tuesday, sets more modest emissions targets than an initial plan in
