The dream home Jennifer Rochefort's late father built on the Rideau River near
Kars no longer just has a stunning water view. It's a virtual island surrounded
on three sides by a moat of sandbags that friends, colleagues and a neighbour
teamed up to help her fill and move with the small boat moored on what was once
